Veterans Care Medical Equipment LLC failed to show that the Department of Veterans Affairs violated a small business rule before awarding an in-home oxygen services contract to Mid-Cities Home Medical Delivery Service LLC, according to a GAO decision.
Veterans Care—a joint venture of mentor Rotech Healthcare Inc. and protege Avenue Mori Medical Equipment Inc.—argued that the VA violated a regulation when it assigned Veterans Care a weakness for Avenue Mori’s lack of experience.
But the VA reasonably considered the abilities of each joint venture partner, the Government Accountability Office said in a decision released Tuesday.
